If you run one incentive or recognition program across North America and Europe, the two regions are no longer moving in step. In North America, organizations are spending less per participant on non-cash rewards. In Europe, the figure is still edging up. This raises a practical question for global total-rewards leads: should a multinational keep one reward value, one format mix, and one catalog worldwide, or should each region get its own design?

**In short:** The Incentive Research Foundation's 2026 Industry Outlook, released in December 2025, found that average per-person spend on non-cash rewards in North America fell for a second year in a row, from USD 921 to USD 866, while European spend rose modestly, from €924 to €940 ([Incentive Research Foundation](https://theirf.org/research_post/industry-outlook-for-2026-merchandise-gift-cards-and-event-gifting/), *Industry Outlook for 2026: Merchandise, Gift Cards, and Event Gifting*, 2025). For global programs, the gap suggests a shared global framework with regionally tuned denominations, format mix, and catalog depth, not one reward value applied everywhere.

## What the IRF Data Actually Shows

The IRF's 2026 outlook is based on 400 survey responses from incentive professionals in North America and Europe, collected in August and September. Its headline regional finding is that North American per-person spend on non-cash rewards slipped from USD 921 to USD 866, the second straight annual decline, while Europe's average rose from €924 to €940 ([Incentive Research Foundation](https://theirf.org/research_post/industry-outlook-for-2026-merchandise-gift-cards-and-event-gifting/), *Industry Outlook for 2026*, 2025). The IRF reports European figures in euros, so they are quoted as published here and not converted. The two numbers are not directly comparable dollar for dollar. What matters is the direction of change in each region.

Budget sentiment, however, is still positive in both regions. More than 70% of North American programs and 60% of European programs expect their non-cash reward budgets to increase, even as North American respondents reported a slight decline in per-person spend ([Skift Meetings](https://meetings.skift.com/2026/01/27/incentive-pros-stretched-thin-but-still-optimistic/), *Incentive Pros Stretched Thin But Still Optimistic*, 2026). The IRF adds that most of these budget increases are expected to keep pace with inflation, and that 65% of North American programs (and half of European programs) expect more participants to receive non-cash rewards ([Incentive Research Foundation](https://theirf.org/research_post/industry-outlook-for-2026-merchandise-gift-cards-and-event-gifting/), *Industry Outlook for 2026*, 2025). Put together, these findings suggest that more people are sharing budgets that are rising roughly with inflation, which lowers the value per person.

Gift cards sit at the center of both regions' programs. The IRF reports that gift cards are the most widely used reward in North America and Europe, accounting for 30% and 34% of program allocations respectively. Nearly 70% of North American organizations and just under 60% of European organizations expect gift card usage to increase in 2026 ([Incentive Research Foundation](https://theirf.org/research_post/industry-outlook-for-2026-merchandise-gift-cards-and-event-gifting/), *Industry Outlook for 2026*, 2025).

![Per-person reward spend: North America USD 866 (down from 921), Europe €940 (up from €924); gift cards 34% in Europe](https://www.wincubeglobal.com/hs-fs/hubfs/blog-images/north-america-vs-europe-per-person-reward-spend-stats.png?width=2400&height=1350&name=north-america-vs-europe-per-person-reward-spend-stats.png)

## Why the Budgets Are Diverging

The IRF data does not give a single cause, but it shows where the pressure is. Stephanie Harris, president of the Incentive Research Foundation, said, "The number of program participants is projected to increase in 2026, despite flat budgets and rising costs" ([Incentive Research Foundation media release](https://theirf.org/news/irfs-2026-incentives-industry-outlook-reports-optimism-despite-budget-pressure/), 2025). For North American programs, a larger audience on a budget that is not growing as fast is one plausible explanation for falling per-person spend.

The mix of spending is also shifting within each reward. Average per-instance merchandise spend has climbed to USD 276 in North America and €306 in Europe, while average per-person event gifting spend dropped sharply, from USD 649 to USD 397 in North America and from €876 to €408 in Europe ([PPAI](https://www.ppai.org/media-hub/merch-rewards-see-increased-spend-as-recognition-programs-to-expand-in-2026/), *Merch Rewards See Increased Spend as Recognition Programs Expand in 2026*, 2026). The IRF suggests that organizations may be focusing on fewer, higher-value rewards or adjusting participation levels ([Incentive Research Foundation](https://theirf.org/research_post/industry-outlook-for-2026-merchandise-gift-cards-and-event-gifting/), *Industry Outlook for 2026*, 2025).

For a global program manager, this means a regional budget line can grow while the experience for each recipient gets thinner. Without a deliberate design response, a program can look healthy on the finance dashboard and still feel less generous to employees in one region than in another.

## Design Implications for Global Incentive Programs

Diverging regional trends do not mean running two separate programs. They mean building a global structure with regional settings. Here is how that plays out across the main design levers.

### Denomination levels

A single global denomination ladder, such as one fixed set of reward values converted at the current exchange rate, ignores how each region's budget is moving. Consider a hypothetical multinational that sets one global reward value. If North American per-person budgets keep falling, that value either becomes unaffordable in North America or gets cut for everyone, including European teams whose budgets are rising.

A better approach is to anchor rewards to the achievement tier (for example, "spot award," "milestone," "top performer") and let each region set its own value for each tier. This keeps recognition consistent across the company while letting North American teams reach more participants with modest values and European teams hold or raise value per award.

### Format mix

Because gift cards are the most widely used reward in both regions, they are the natural flexible layer of a global program, and they suit North American programs that are adding participants on tight per-person budgets. European programs, where per-person spend is still growing, have more room to add higher-value formats on top of a gift card base, such as curated merchandise or experiences.

The event gifting data points the same way. With per-person event spend falling sharply in both regions, lower-cost digital rewards that can be sent to remote and in-person attendees alike can be a practical alternative to physical event gifts.

### Global catalog structure

Regional design only works if the catalog behind it is regional too. A catalog made mostly of US brands may not land well in Germany, France, or Spain. As we discussed in [The Future of Global Gift Cards Is Local](https://www.wincubeglobal.com/future-of-global-gift-cards), recipients value brands they actually use. For a two-region program, that can mean:

- A shared global layer: brands that are widely available and trusted in both regions.
- A regional layer: local retailers, grocery, and everyday-spend brands for each market.
- Where your provider offers them, local-currency face values, so European recipients get euro-denominated rewards rather than a converted US amount.

![Table comparing what a global reward program sets once worldwide and what each region sets: rewards, catalog and policy](https://www.wincubeglobal.com/hs-fs/hubfs/blog-images/global-reward-program-set-globally-vs-by-region.png?width=2400&height=1350&name=global-reward-program-set-globally-vs-by-region.png)

When comparing providers, check catalog depth per country and not only the headline brand count. Our guide on [how to evaluate a digital rewards platform for a global workforce](https://www.wincubeglobal.com/how-to-evaluate-a-digital-rewards-platform-for-a-global-workforce) covers this in more detail.

### Governance and compliance

Regional settings add governance work. Expiry periods and the tax treatment of non-cash employee rewards can vary between US states, Canadian provinces, and European countries. Treat these as general considerations, and confirm the specific rules for each market with local legal and tax counsel before setting regional policies. Keep one global policy document that states which settings each region may change, such as reward values, local brands, and approval thresholds, and which stay fixed.

## Where Wincube Global Fits

Wincube Global provides gift card infrastructure through real-time API integration and bulk fulfillment. It has processed over USD 220 million in gift card GMV in 2025, across a catalog of more than 30,000 gift cards spanning over 90 countries, with a Global Catalog of international brands alongside its Korean Catalog. For a program that spans regions, that breadth means the shared and regional layers described above can be built through one integration.

If your North American and European programs are drifting apart on budget, it may be a good time to review how denomination tiers, format mix, and regional catalog layers are set up, before the gap shows up in employee sentiment. ## FAQ

### Is non-cash reward spending falling in North America?

According to the Incentive Research Foundation's 2026 Industry Outlook, average per-person spend on non-cash rewards in North America fell for a second consecutive year, from USD 921 to USD 866. Total budgets are not necessarily shrinking. More than 70% of North American programs expect budget increases, mostly in line with inflation, and 65% expect more participants to receive rewards.

### Should a global incentive program use the same reward value in every region?

Often not. A better structure keeps the achievement tiers the same worldwide and lets each region set its own reward value per tier. That keeps recognition consistent while respecting each region's budget trend and local cost levels.

### Why are gift cards central to global incentive program design?

The IRF reports that gift cards are the most widely used reward in both North America and Europe, at 30% and 34% of program allocations respectively. Gift cards come in a range of price points and local brands, which makes them well suited to programs with region-specific budgets.
